I had similar problems with electricity at my house in Manila about
18 months ago. I was afraid to plug anything in after 2 surge
protectors, and a supposedly protected DVD burner fried.
In my case, when I called PG&E, they immediately dispatched a
technician! (He was there in 15 minutes!!)
He said some of the connectors for the line connecting the pole next
to my house to the street pole looked worn. He replaced the wires
and all connectors, and I haven't had any trouble since.
I made a claim with PG&E and they sent me a check so I could go buy
new surge protectors and DVD burner.
Dwight, I'm not sure if your situation is similar, but if none of
your neighbors is having troubles, the problem could be local to your
connection to the grid.
