Just talked to AT&T as a result of filing an online email ticket yesterday.
The techie said that as of yesterday, they are finally admitting there is a problem, and they are calling it a "network outage."
They recommended that I go back to the old mail server settings until they get the problem fixed.
I asked how long the old settings would work, and the tech said, "we were informed they would work until the end of August."
I have been very satisfied with my assigned IP DSL service from SBC. But the under the new ownership, we shall see.
Peace.

But my telecommute requires that I really stay on top of my email, and I am checking two sbcglobal.net email addresses each time I check mail. So either way, bad server performance or limiting POP checks, this has been frustrating for me.
