Following on to the article Gregg Foster just posted, CalConnect (The 
Calendaring and Scheduling Consortium) has a review of the DST issues 
and a set of links to advisories, patches, etc. offered by major 
calendaring and OS vendors, plus other related information, covering the 
major platforms and products.  See

incomplete but being added to as more information becomes available.
