[RTC List] Telecomm down again Tuesday

Yesterday, just as the business day was finishing up, and there was  
still plenty to do online, including banking and such, Internet went  
down here again, plus, I found I could not call the SF Bay Area, but  
could call north.  I'm surprised I have not heard any details yet  
this morning, so I'm wondering if this was more localized this time.   
This would have been in Arcata.  Any word on what happened this  
time.  I would say it was down for about 2 hours, and then around 9  
PM it seemed to has some problems where it was running slow for  
several periods until after 11 PM.
