[RTC List] Free public Internet goes national - techno-morph of muni Wi-Fi

This is not an endorsement - just sharing info about an interesting 
proposal at the Federal level for free public wireless Internet.
The local municipal concept of leveraging public rights-of-way and 
public sector demand is apparently being applied nationally in this 
proposal to leverage public interest in spectrum and public benefit of 
ubiquitous Internet...
