I haven't been following this but I believe there is serious resistance 
to CPL from the amateur radio crowd. And since i presume everyone's
communications would be 'broadcast' due to unshielded  power lines, some 
level of encryption or whatever will be desirable. Finally, your thoughts
about fiber (or wireless or ?)as backbone would make the most sense 
rather than having huge areas sharing the "network" until it gets to 
some place
where it gets off the power lines.
